Discriminations against medical care patients in comparison with health insurance patients

Abstract

|
Medical care system in Korea is a public assistance system that guarantees medical care for the poor. However, Medical care system is have several problems such as low number of beneficiaries compared to amount of the poor, relatively higher allotment system for their own medical expense, inadequate financial resources, relatively low medical prices compared to health insurance, healthcare accessibility and discrimination. Recently, the National Human Right Commision (NHRC) made a decision that psychiatric hospitals discriminated the medical care system patients which made there lots of social controversy. Many media had criticized psychiatric hospitals for discriminating against medical care system patients. However, I have not seen the analysis of fundamental causes why such discriminations developed and maintained in psychiatric hospitals for a long time. In this section, we will review the differences between current medical care system and health insurance, the causes of the discrimination, and, finally, make critics to the NHRC decision.
